Zhu Zhixin pointed out that we should attach great importance to the construction of grass-roots medical staff. We should actively create a good environment for medical and health personnel to serve at the grass-roots level. We should encourage and guide graduates from colleges and universities to practise in primary health care institutions through preferential policies such as improving compensatory tuition fees and student loans, and promoting titles in advance. The two is to recruit talented people to work at grass-roots level through the implementation of projects such as recruitment of practicing doctors and special posts of general practitioners in township hospitals.


Zhang Ping, director of the SASAC, also pointed out that the difficulty of seeing a doctor is mainly manifested in the grass-roots level, especially in some remote areas. The prominent contradictions and constraints are the lack of talents at the grass-roots level. To solve the current outstanding contradictions, we need to walk on two legs. First of all, we should strengthen training, including training general practitioners to the grass-roots level and staying in the hospital, including strengthening training for existing doctors and improving their medical standards, including creating a policy environment for retaining talents. This is a long-term consideration for permanent cure.


Zhang Ping said that it is an effective way to solve the current urgent needs, establish counterpart support, support the backward areas in developed areas, support the rural areas in cities, and establish a long-term mechanism for such counterpart support.


Zhang Ping said that encouraging urban doctors to work at the grass-roots level, students can also work at the grass-roots level. In the future, a restrictive and institutional approach can be implemented as soon as possible to enhance the flow of talents. After graduating from college, students will have to serve at the grass-roots level for several years, and doctors in the city must serve the rural areas for several years. In the future, there will be some institutional provisions in terms of treatment and professional titles, so that some excellent senior talents must be served at the grass-roots level for a period of time. This is not just a question of encouragement, it also needs to create conditions for them, and there should be a system arrangement.


Zhang Ping said, in order to achieve this goal, the education system has built some turnover rooms for schools in the western and remote areas. After the teachers in the cities and the teachers in the developed areas have gone there, there is a proper arrangement for life. In the future, the township health centers in the remote areas, especially some central township hospitals, can also create such conditions, so that the medical workers who have transferred, voluntarily and phased services have no obstacles and difficulties in their life, and they can create some conditions for them through the post allowance, so as to send more medical personnel to the western and remote areas.


Zhang Ping said that walking on two legs is a way to solve the problem.
